I think what we need to learn from this episode is that we shouldn't relegate (or even delegate) the judgment of social sanctions to strangers and machines/algorithms alone. Regarding spam the control should be at the hands of subscribers. The easiest spam control is to drop said person from your contacts. Random peopl shouldn't be allowed to subscribe to you and then mark you as spam. You should ask yourself "spam according to whom?", ie. question the motivs. As for channels it has become apparently clear that they need strong administrativ facilities. Each channel should hav an owner/administrator that is capabl of booting you off of the channel if you don't behave. Some of these capabilities should also be inherited to moderators assigned by the administrator. In my opinion without clear direction channels degrade into the tragedy of commons pretty quick.
The problem with banning people from channels is that they can just create another account and try again. This kind of behaviour would eventually make being an admin an unpleasant chore. I think that muting would be more useful.
So any user could mute any other user. UserA mutes UserB and suddenly UserB is invisible to UserA without UserB being notified. On a channel an admin could mute UserB and suddenly no-one else can see UserB's posts but as far as UserB is concerned it just looks like everybody is ignoring them.
This deprives trouble-makers of attention and also keeps open the possibility of forgiveness (via un-muting) at a later date.
